The U.S. Department of Education’s office for civil rights is investigating Georgia’s Bibb County district for potential violations of special education students’ rights, as well as a charge that black students were punished more often and more harshly in its alternative school program.
The complaint was filed by a former director of that program, who claims she did not have adequate staffing or the resources to provide sufficient care for special-needs students who were placed in alternative schools.
District officials would not comment, citing the ongoing investigation.
