Penny Schwinn, the chief deputy commissioner of academics for the Texas Education Agency, has been appointed Tennessee’s education commissioner. Previously, Schwinn worked for the Delaware education department. A member of the Teach For America corps, she also taught in Baltimore and Los Angeles. And she founded Capitol Collegiate Academy, a charter school for low-income students in Sacramento, Calif.
