James Crawford has been named the executive director of the National Association for Bilingual Education.

Succeeding Delia Pompa, who left the organization in February, he began his new job this month. Mr. Crawford had worked since 1987 as an independent writer specializing in education policy and language issues. He previously was a reporter and Washington editor at Education Week.
The Washington- based NABE provides professional-development opportunities for its 5,000 members, who are mostly educators and parents. It also lobbies federal lawmakers for more funding for language programs.
Judy L. Farmer, a member of the Minneapolis school board since 1979, has been elected the chairwoman of the Council of the Great City Schools’ board of directors.
Ms. Farmer, 68, began her one-year term this month, succeeding Carlos A. Garcia, the superintendent of the Clark County, Nev., schools. She also recently served on the board of directors of the Minnesota School Boards Association.
The Washington-based council is a coalition that represents 63 of the nation’s largest urban public school systems.
Debra L. Laidly has been named a co-director of the National School Reform Faculty, a Bloomington, Ind.-based professional-development initiative for 35,000 educators at 1,500 schools and universities across the country.
Ms. Laidly, 47, who will begin the new position Sept. 1, is a secondary school literacy specialist for the Los Angeles Unified School District.
The NSRFwhich was started in 1995 by the Annenberg Institute for School Reform at Brown University—is involved in efforts to develop leadership teams of six to 12 educators at individual schools.
