Robert D. Reischauer has been tapped as the next president of the Washington-based Urban Institute, effective Feb. 1. A senior fellow of economic studies at the Brookings Institution since 1995, Mr. Reischauer, 58, served as the Urban Institute’s senior vice president from 1981 to 1986. The Urban Institute is a nonprofit, nonpartisan research organization that focuses on a variety of policy areas, including education.

The National Association of State Boards of Education has named Gov. Mel Carnahan of Missouri its Policy Leader of the Year. The group, which gave the award in New Orleans last month at its 41st annual conference, selected the Democrat for his work on the state’s Outstanding Schools Act of 1993, among other initiatives he has spearheaded. The award recognizes contributions made by national or state policymakers and education leaders.

Bernard Hamilton Jr., formerly the superintendent of the West Point, Miss., public schools, has become the associate commissioner of the office of supportive learning environments in the Kentucky Department of Education. He will oversee preschool and primary education and extended-services programs, as well as minority recruitment and retention. Mr. Hamilton, 50, also is a board member for the National Alliance of Black School Educators.

Roger Sedjo, the director of the forest-economics and - policy program at the Washington-based nonprofit Resources for the Future, has been named the president of the Environmental Literacy Council. In his new position, Mr. Sedjo, 60, will guide the council in its strategy to make the study of the environment in K-12 classrooms a rigorous discipline.
