- Lawmakers agreed to spend $23 million to expand Smart Start early-childhood program for disadvantaged students from 55 counties to all 100 counties in North Carolina.
- School trust fund gains additional $20 million to expand classroom technology.
NEW YORK

- Funds to lower class sizes in grades K-3 to start in 1999-2000 with an appropriation of $75 million and rising to $225 million annually by 2001-02.
- A $2.4 billion school facilities bond proposal will be put before voters statewide in November.
