Thomas W. Payzant, superintendent of the Boston public schools since 1995, has agreed to a three-year contract extension. This would make him the longest-serving superintendent of the Boston public schools in more than 25 years.

A spokesman for Mr. Payzant, 57, said that the time added to his five-year contract will provide the 64,000-student system with more stability and give him the opportunity to monitor closely his recent reform efforts.
Neil F. Lane has been confirmed by the U.S. Senate as the new director of the White House office of science and technology policy and President Clinton’s new top science adviser. Mr. Lane, the 60-year-old director of the National Science Foundation since 1993, says he will continue to make K-12 science and technology education one of his top priorities. Rita R. Colwell has replaced Mr. Lane at the NSF, which grants hundreds of millions of dollars to precollegiate mathematics and science programs annually.

In his new post, Mr. Lane will co-chair the President’s Committee of Advisers on Science and Technology Policy and serve on the National Science and Technology Council.
Matthew Borrelli is the latest interim superintendent and finance chief for the troubled Hartford, Conn., district. Mr. Borrelli, who returns to administering a district after retiring last December as the assistant superintendent of schools in West Hartford, is the third person to be named to that position in 17 months. Mr. Borrelli, 60, replaces interim Superintendent Benjamin Dixon, who had taken over the position in April....Nancy Harris will also join the 25,000-student district as the assistant superintendent for finance and administration, after serving for six years as the assistant superintendent of management services for the Milford, Conn., public schools.
Stephanie Powers, the director of communication and public affairs at the U.S. Department of Labor’s Employment and Training Administration, has been named the director of the national school-to-work office, a joint initiative of the federal Education and Labor departments to support state and local efforts to foster school-to-work systems.
Ms. Powers, 48, replaces Irene Lynn, who has been the interim school-to-work chief since J.D. Hoye stepped down from that position in February.
