The 175 members of the National Association of State Directors of Teacher Education and Certification have elected Sam W. Swofford to be their new president.

During his one-year term as the leader of the national group, Mr. Swofford, 57, will continue in his post as the executive director of the California Commission on Teacher Credentialing.

The Mashpee, Mass.-based NASDTEC supports teacher-educators and state certification specialists nationwide by providing members with information through newsletters and annual conferences.

Baxter M. Atkinson has been elected the president of the American Federation of School Administrators.

During his three-year term, Mr. Atkinson, 56, will be residing in Washington and taking a leave of absence from his job as the principal of the 320-student Mark Twain Elementary School in Hartford, Conn.

The Washington-based administrators’ organization, an affiliate of the AFL-CIO, is a federation of local labor unions representing about 20,000 public school principals, assistant principals, administrators, and supervisors nationwide.

Carlos A. Garcia is the new chairman of the Council of the Great City Schools.

After serving one year as chair-elect, Mr. Garcia, 51, succeeded Anna G. Dodson last month.

Mr. Garcia will continue to serve as the superintendent of the 255,000-student Clark County school district in Nevada, the state’s largest school district, during his one-year term as chairman.

The Washington-based council is a coalition that represents 60 of the nation’s largest urban public school districts.
