Betty Castor

Betty Castor, the former president and chief executive officer of the National Board for Professional Teaching Standards, recently became the national education director at mgt Consulting, a Tallahassee, Fla.-based management-research and -consulting firm.

Ms. Castor, 61, had served as the national board’s top executive for nearly three years. She is also a former Florida state commissioner of education.

The Arlington, Va.-based NBPTS is an independent, nonprofit organization that offers a national credential to teachers who undergo a certification process to demonstrate they have met the board’s standards.

Claus E. von Zastrow has been named the director of institutional advancement for the Washington-based Council for Basic Education.

Most recently, Mr. von Zastrow, 33, was a policy director for the National Alliance of Business, where he led an initiative to identify what the business and higher education communities expect high school graduates to know and be able to do. The NAB was recently merged into the Austin, Texas-based National Center for Educational Accountability. (“Business Group Merges With Education Center,” Nov. 13, 2002.)

The CBE is a nonprofit organization that offers programs and publications aimed at strengthening the liberal arts in public schools.

Alma J. Powell, the wife of U.S. Secretary of State Colin L. Powell, recently became co-chairwoman of America’s Promise, The Alliance for Youth, a nonprofit organization that promotes character education and community service.

Ms. Powell began her one-year term last month. She will share the chair’s duties with former U.S. Sen. Harris Wofford of Pennsylvania.

Secretary Powell is a former chairman of the Alexandria, Va.-based organization.
