Harold O. Levy has been named a senior vice president of Kaplan Inc., a New York City-based provider of educational services.

Mr. Levy, 50, who served as the chancellor of the New York City schools from 2000 to 2002, will oversee the launch of a school of education within Kaplan College. The regionally accredited college offers career-focused certification and degree programs on its Davenport, Iowa, campus, as well as online. The education courses will be offered in the same ways.

Kaplan College is part of Kaplan Higher Education, which serves more than 40,000 students on 46 campuses, in 14 states, and online.

The National Staff Development Council has appointed M. Hayes Mizell as its first distinguished senior fellow.

Mr. Mizell, 64, left his position as the director of the Edna McConnell Clark Foundation’s program for student achievement, in which capacity he had served since 1987, to begin his three-year term with the NSDC last week. He will be based in Columbia, S.C.

The Oxford, Ohio-based council provides workshops, journals, books, and other products to its 10,000 members nationwide and in 15 countries.

The NSDC plans to name additional distinguished senior fellows through its program of the same name, which is financed by a $750,000 grant from the Edna McConnell Clark Foundation.

Gov. Gray Davis of California has appointed Curtis L. Washington to the state board of education. Mr. Washington, 52, is a science teacher at the 1,500-student Mills High School in Millbrae, Calif., where he has been teaching since 1988. He began his four-year board term on March 21.
