Anne Ruggles Gere has been elected the vice president of the National Council of Teachers of English. Ms. Gere, the chairwoman of the joint doctoral program in English and education at the University of Michigan in Ann Arbor, took over the position last month at the annual convention of the 80,000-member organization, which is based in Urbana, Ill. She is slated to serve in the office for one year before becoming president-elect in 1999 and president in 2000.

The Council of Chief State School Officers has elected several new leaders. Robert E. Bartman, the Missouri commissioner of education, was elected to a one-year term as president at the annual meeting of the ccsso late last month. Mr. Bartman has served on the Washington-based organization’s board of directors for three years and was its president-elect this year.

Nancy Keenan, the Montana state superintendent, was chosen to take Mr. Bartman’s place as president-elect for a one-year term.

Shirley J. Holloway, the Alaska commissioner, and Suellen K. Reed, the superintendent in Indiana, were tapped for three-year terms on the board of directors.

Ted Stilwill, the Iowa director and executive officer of the state board of education, was selected for a one-year term on the board. All the terms begin next month.
Waldemar Rojas, the superintendent of the San Francisco Unified School District, has been named the state Superintendent of the Year by the Association of California School Administrators, a Sacramento-based organization representing 15,000 officials throughout the state. Mr. Rojas, 53, has headed the 63,000-student district since 1992.
