North Carolina will open more small high schools, this time focused around an economic-development curriculum, with a new $10 million grant from the Bill & Melinda Gates Foundation. The state will also expand its early-college high schools, which are located on college campuses. The Seattle-based foundation awarded the state $11 million in 2003, which it used to start high schools that emphasize international studies.
