Mayor Eyes Schools

Robert J. Duffy, the mayor of Rochester, N.Y., is arguing for the school district to become part of the city government. In a Dec. 17 letter to the superintendent and school board president, the mayor argues that a full consolidation of district and city governance is necessary because of strained resources.
