Manuel Tomás Barrera has been appointed the dean of the college of education at Walden University, an online university owned by Baltimore-based Laureate Online Education Inc., that offers master’s and doctoral degrees. Mr. Barrera, 54, was previously an assistant professor of urban education at Metropolitan State University in Minneapolis.
