Interim Chief Named in San Diego

The San Diego school board has named William Kowba acting interim superintendent. The appointment took effect Jan. 1. Mr. Kowba, who had served as the 135,000-student district’s acting chief administrative and financial officer, replaces Carl Cohn, who retired in December.
