The incidence of abused or neglected children age 17 or younger has been decreasing since 2001, a federal study estimates.
According to data collected by the U.S. Department of Health and Human Services, the estimated number of victims of abuse or neglect per 1,000 children in the national population dropped from 13 to 12 between 2001 and 2004. However, the total number of child fatalities because of maltreatment in the national population rose slightly, from 1,420 to 1,490, in that same period.
