States should calculate comparable, accurate, disaggregated high school graduation rates to be used for reporting and accountability purposes under the federal No Child Left Behind Act, a report suggests.
The report from the Washington-based advocacy group Alliance for Excellent Education says the U.S. Department of Education should require schools to report the number of diploma recipients; the number of 9thgrade repeaters; and the number of 9th, 10th, 11th, and 12th grade transfers. That would ensure a more accurate estimate of graduation rates, it says.
