Frank Hernandez is the director of the Center for Excellence in Urban Teaching at Hamline University’s graduate school of education, in St. Paul, Minn. The center helps teachers in urban districts.Mr. Hernandez, 42, was previously an assistant professor at Iowa State University, in Ames, Iowa.
