Coordination Problems Analyzed

A new report by the Center for Policy Research in Education outlines the conflicts it says states must resolve in launching effective early-childhood programs and reviews the policy and funding options open to them.

The study, “Young Children Face the States: Issues and Options for Early Childhood Programs,” cites historical rifts within the early-childhood-education community over the purposes, methods, target populations, and administration of programs for young children.

It also examines the current status of state initiatives in the field and lays out choices and issues for policymakers to consider in enacting new programs.

W. Norton Grubb, an associate professor of education at the University of California at Berkeley, wrote the report for the cpre, which is funded by the U.S. Education Department and jointly operated by the rand Corporation, Rutgers University, and the University of Wisconsin at Madison.
