Auditors say the Los Angeles Unified School District paid out $200 million more in salaries last year than it officially budgeted, even as it laid off 2,000 teachers.
A district audit completed last month found that $4.7 billion was set aside for salaries in 2009—but the district actually spent $4.9 billion. The report found no wrongdoing and said auditors were still trying to determine where the money went.
The report also found that some 3,000 unfunded, expired, or vacant jobs remained on the payroll. Several years ago, thousands of employees were over- or underpaid because of problems with a new payroll system.
