In their catalog of race-neutral approaches to promoting diversity on college campuses, Department of Education officials have identified strategies tried by state governments, universities, and other entities.

Some of the initiatives discussed:

  • “Percentage plans,” guaranteeing students admission to public universities on the basis of high class rank, regardless of race;
  • Programs to expand disadvantaged students’ access to Advanced Placement Courses;
  • Partnerships between higher education and low-performing school districts, in which college students and professors provide tutoring and mentoring to secondary school students;
  • Recruitment, outreach, and financial-aid programs by colleges and universities that target low-performing, high-poverty K-12 schools; and
  • Efforts by nonprofit organizations and others to increase students’ and parents’ knowledge about the application and enrollment process.
