The Philadelphia school district has transferred some students involved in attacking Asian students at South Philadelphia High School to disciplinary programs or other schools, according to an external investigation released last week.
The district has conducted at least 22 student-suspension hearings related to attacks primarily by African-American students on Asian students at the high school in December, the report says.
Most of the victims were recent immigrants in their first year of study at the high school. Most of the in-school assailants were 9th graders, the report found, adding that upperclassmen generally “get along very well irrespective of race, color, ethnic origin, cultural heritage, or immigration status.”
The investigation was carried out by James T. Giles, a retired federal judge, at the request of Arlene Ackerman, the superintendent of the 161,000-student district.
