Senate Confirms New OCR Chief
Stephanie J. Monroe, a former staff member for the Senate education committee, has been confirmed as the assistant secretary for civil rights in the Department of Education.
Ms. Monroe, whose nomination was approved by the Senate on a voice vote on Dec. 17, served as the chief counsel for the Senate Health, Education, Labor, and Pensions Committee from 2001 to 2005 before moving to the Senate Budget Committee this year. She earned a bachelor’s degree from the University of Maryland and a law degree from the University of Baltimore.
Also, Michell C. Clark, the deputy assistant secretary for management at the Education Department, was nominated by President Bush on Dec. 13 to be assistant secretary for management. Before joining the department, he was a senior management consultant for IBM Business Consulting Services. He also spent 20 years in the U.S. Army, retiring in 1998 as a lieutenant colonel.
Mr. Clark, 49, graduated from the U.S. Military Academy at West Point, N.Y., and received a master’s degree from Purdue University in West Lafayette, Ind.
