Peter P. Smith is slated to become the assistant director-general for education at the United Nations Educational, Scientific, and Cultural Organization, effective July 1. He will be the first American to oversee the education arm of the Paris-based UNESCO. Mr. Smith, 59, will lead a staff of 190 employees in 56 international field offices. A former Republican congressman from Vermont, he is now the president of California State University-Monterey Bay.
