Proposed Rules
The Education Department published in the Dec. 23, 1991, Federal Register numerous proposed changes to the regulations governing federal student-aid programs. The proposed changes include requiring students to certify that they have not exceeded borrowing limits, coordinating the conditions under which a student-loan defaulter would be eligible for further aid, and requiring higher-education institutions to submit an audited and certified financial statement. The public-comment period ends Feb. 6.

Minority Scholarships

Proposed Rules
The Education Department published in the Dec. 10, 1991, Federal Register a proposed policy that effectively would prohibit colleges and universities from awarding scholarships solely on the basis of a student’s race. Race, however, could be one of several factors used by higher-education institutions in determining scholarship recipients. The new regulations will become final after the public comment period ends on March 9.

Transition Services Final Rules Final rules for a new grant program to help disabled teenagers make the transition from special education to work or further study were published in the Dec. 20, 1991, Federal Register. Grants totaling $4.2 million will go to state education departments or state vocational-rehabilitation agencies that agree to work together to improve services for such students. The application deadline is March 13.
