Civil Rights
The Senate may vote early this week on a modified version of a civil-rights bill that was accepted by the White House late last week. Administration and Congressional negotiators declined to describe the measure in detail.

FY 1992 Education Budget
HR 2707
A House-Senate conference committee continued deliberations last week on the appropriations bill for fiscal year 1992 that includes funding for education programs.

Higher Education Act
HR 3553, S 1150
The House Education and Labor Committee and the Senate Subcommittee on Education, Arts, and Humanities last week completed work on separate bills that would reauthorize the Higher Education Act.

Medicaid Rule
HR 3595
The House Subcommittee on Health and the Environment voted 16 to 6 last week to block a controversial regulation that prohibits states from receiving matching Medicaid funds under certain circumstances.

Education Department

Mathematics and Science
Proposed rules
The Education Department has published proposed rules implementing new statutory requirements earmarking some training funds under the Eisenhower Mathematics and Science Education Program for teachers in elementary and middle schools, and requiring school districts with small grants to form consortia. The department has also proposed requiring that applications describe how grantees will ensure the quality and intensity of programs. The notice appeared in the Oct. 22 Federal Register; comments are due by Nov. 21.
