Role for Schools in Preschool Programs Urged

WASHINGTON--Public schools should play a major role in any federal effort to boost early-childhood-education programs, a group of educators told members of the Senate Labor and Human Resources Committee last week.

The hearing was the second in a series of three examining the "Smart Start'' bill proposed by Senator Edward M. Kennedy, Democrat of Massachusetts.
