‘Targeted Testing’ on NAEP for ELLs?

Members of a task force asked to consider how to best include English-language learners in the National Assessment of Educational Progress report that “targeted testing” for such students might be a good idea, my colleague Sean Cavanagh says in a blog post at Curriculum Matters (where I’m also a blogger).
