The National Board for Education Sciences, a federal panel created to advise the Department of Education’s research operations, chose researcher Craig T. Ramey as its new chairman last week.

Mr. Ramey, who is the director of the Center on Health and Education at Georgetown University, in Washington, replaces Robert C. Granger, whose two-year term as the board’s first chairman is set to expire.

Mr. Granger, the president of the William T. Grant Foundation, said he decided not to seek a second term in order to devote more time to the New York City-based foundation.

At its Jan. 23-24 meeting, the board also re-elected R. Philip Handy, the chairman of Florida’s state board of education, as vice chairman. Board officials also announced at the meeting that Executive Director Sonia Chessen had resigned to become a senior adviser with the Pew Charitable Trusts in Washington.

Primarily composed of researchers, the 15-member advisory board was established by Congress in 2002 to help guide the Education Department’s chief research agency, the Institute of Education Sciences.
