Wash. Results Pending: In Washington State, GOP gubernatorial candidate Dino Rossi was leading Democrat Christine Gregoire by 3,400 votes last week, with many ballots still uncounted. If the difference drops to within 2,000 votes, a recount is mandatory, and candidates can also request a recount. Washington counties have until Nov. 17 to certify their returns.
