Gov. Jeb Bush of Florida has made it clear that schools in his storm-ravaged state are required to administer state exams this year. A Sept. 21 executive order, however, gives the hardest-hit districts up to two additional weeks to administer the tests, and provides waivers in other areas, such as class-size reduction.
