Ted Y. Mashima has become the president and executive director of the Asian & Pacific Islander American Scholarship Fund, based in Washington. Mr. Mashima, 41, was previously the associate director of the Center for Public and Corporate Veterinary Medicine at the Virginia-Maryland Regional College of Veterinary Medicine in College Park, Md.
