High school reform is most successful when leaders use a combination of techniques to improve schools, a report suggests.

Produced by the Washington-based Education Sector, the report is based on high school reform research. Among other recommendations, it says that combining more rigorous curricula, supportive learning environments, and stricter graduation requirements is likely to improve graduation rates more than simply employing one of those strategies.
