Report: Eight States Raised Taxes in 2004

Eight states significantly raised taxes in 2004, but only Virginia committed sizable extra funds for K-12 education from those increases without a court mandate, a report shows.

The report, “2004 Tax and Budget Review,” is available online from the Nelson A. Rockefeller Institute of Government. ()

Virginia will raise an estimated $377 million in new funds for public schools through a quarter-cent sales-tax increase, according to the 2004 Tax and Budget Review by the Nelson A. Rockefeller Institute of Government at the State University of New York at Albany.

Arkansas also raised taxes to provide more K-12 education funding, but lawmakers were following a court order in that case. Other states with significant tax hikes this year include Alabama, Colorado, New Jersey, Oklahoma, and Rhode Island.
