Following is a summary of bills of interest to those in elementary and secondary education introduced in Congress. Copies of bills may be obtained from Senators (Washington 20510) or Representatives (Washington 20515).

SENATE

S 1817--Foreign-language study. A bill to provide for grants to strengthen foreign-language programs in elementary and secondary schools and in institutions of higher education, for the purpose of furthering the national security of the U.S. and the nation’s economy. By Senator Moynihan (D-N.Y.).

S 1821--Department of Education. A bill to abolish the Department of Education and redefine the federal government’s responsibility in educational assistance. By Senator Quayle (R-Ind.).

S 1840--Exchange students. A bill to amend the Internal Revenue Code to increase the amount that may be deducted for housing exchange students. By Senator Durenberger (R-Minn.).

S 1841--Exchange students. A bill to amend the Internal Revenue Code to allow credit for transportation expenses connected with foreign-exchange programs involving high-school students. By Senator Durenberger (R-Minn.).

HOUSE OF REPRESENTATIVES

HR 4777--School lunch. A bill to amend the National School Lunch Act to provide that in certain years purchases of foodstuffs for commodity distribution must show a certain proportion of rice purchases. By Representative Alexander (D-Ark.).

HR 4891--Illegal drugs. A bill to amend the Controlled Substances Act to increase the penalties for distributing controlled substances in or adjacent to elementary and secondary schools. By Representative Hefner (D-N.C.).

HR 4893--Missing children. A bill to allow the Attorney General access to information to help officials identify deceased individuals and locate missing children. By Representative Minish (D-N.J.).

HR 4929--Public employees. A bill for pension reform for state and local public employees. By Representative Phillip Burton (D-Calif.) and four others.

HR 4968--Private schools. A bill to prevent the Internal Revenue Service from implementing proposed rules on possible discriminatory policies within private schools. By Representative Crane (R-Ill.).

HR 4974--Vocational education. A bill to amend the Vocational Education Act of 1963 to provide more comprehensive vocational guidance services to local and state educational agencies. By Representative Kildee (D-Mich.) and one other.

H Res 268--Educational opportunity. A resolution affirming the need for guidelines to ensure equal rights in educational opportunity. By Representative Schneider (R-R.I.) and 16 others.
