The Senate Labor and Human Resources Committee last week approved a bill to reauthorize Head Start that includes provisions that would, among other things, improve program quality and create a small grant program to serve families with children under age 3.

The bill would also provide that collaboration grants be offered to each state to coordinate Head Start and other family services, reauthorize transition projects extending Head Start services into the elementary grades, improve Indian Head Start programs, and enable Head Start grantees to construct facilities and purchase vehicles.

The bill would also create a family-resource program consolidating four existing human-services programs.

A House panel is expected to take up the measure this week.

Budget Resolution: The House last week rejected a proposal to trim its fiscal 1995 budget resolution by $26 billion to match the overall amount of spending called for in the Senate’s counterpart bill.

By a vote of 202 to 216, lawmakers defeated a proposal to require House Budget Committee members to make the cuts before meeting in conference with senators, which is likely to occur this week.
