An Alabama commission has released a series of recommendations on recruiting and retaining high-quality teachers, including setting up a statewide mentoring program for every new teacher and establishing incentive-pay programs for teachers in hard-to-staff districts.

The 72-member Commission on Quality Teaching was convened in January by Gov. Bob Riley with the goal of promoting the recruitment, preparation, support, retention, and growth of skilled teachers to raise student achievement. The panel includes 57 current or former classroom teachers.

After receiving the initial set of recommendations Nov. 28, Mr. Riley, a Republican, said they could provide “the beginnings of a solid road map toward making further improvements in education in Alabama.”
