Members of the Oklahoma State School Boards Association, including Executive Director Keith Ballard, have filed a legal challenge as individuals to a ballot initiative that would require districts to spend at least 65 percent of their budgets on classroom instruction, arguing that the language of the initiative is confusing and violates the state constitution.
