White House Counsel Harriet E. Miers withdrew her nomination last week to replace Justice Sandra Day O’Connor on the U.S. Supreme Court. In an Oct. 27 letter to President Bush, Ms. Miers, who has a sparse public record on education law issues, cited the conflict with the Senate over disclosing White House documents that might illuminate her views on constitutional issues.
