Gov. Tom Vilsack of Iowa has tapped Judy Jeffrey to serve as the director of the state department of education.

Ms. Jeffrey has been serving as the interim director since August, following the retirement of Ted Stilwill. Ms. Jeffrey’s appointment became effective Nov. 17.

“[Ms. Jeffrey] has demonstrated that she has high standards and expectations for both teachers and students,” the Democratic governor said in a news release.

Ms. Jeffrey, 62, had been the administrator for the department’s early-childhood, elementary, and secondary division for the past eight years. She also has held a variety of administrative and teaching positions for the Council Bluffs, Iowa, school district.

The state Senate must confirm Ms. Jeffrey’s nomination. If she is approved during the 2005 legislative session, which begins in January, Ms. Jeffrey will serve a four-year term.
