Budget Reconciliation/Child Care

A conference committee began negotiations last week on a budget-reconciliation bill that includes competing child-care plans. (See page 19.)

Copyrights

HR 3045, S 497
The House Oct. 16 passed legislation to allow copyright holders to sue states and state institutions, including public schools, for copyright infringement.

Education Department

Budget, Fiscal 1990

The House last week failed to override President Bush’s veto of the 1990 appropriations bill that includes funding for the Education Department. (See page 19.)

Indian-Education

Budget, Fiscal 1990

President Bush is expected to sign the Interior Department appropriations bill, which provides $74.1 million for the Education Department’s Indian-education programs and $287.3 million for education programs of the Bureau of Indian Affairs.

Research Centers Competition
The House Select Education Subcommittee held a hearing Oct. 26 on the Education Department’s proposed research-center missions. (See page 19.)

The Senate last week approved the conference report on a bill to reauthorize child-nutrition programs, thus clearing the measure for the President.

The House last week approved the conference report on a bill that would provide $206.7 million for the National Science Foundation’s precollegiate education programs and $49.2 million for asbestos-abatement aid to schools.

The department has published in the Oct. 23 Federal Register final rules for the Chapter 1 Migrant Education Program.
