Youth-Corps Efforts Cited for Job-Training Potential

State and local youth-corps programs have provided jobless youths with valuable employment experience, but have done little to remedy participants' educational deficiencies, a new study concludes.

The study, conducted by Public/Private Ventures, a Philadephia-based nonprofit research firm, examined nine such conservation and service programs across the country.
