Special education is supposed to provide interventions to students to help them succeed, but too often it becomes a catch-all for the students whom educators struggle to teach.

Despite the wealth of research-backed instructional strategies, we continue to see an overidentification of Black and brown students referred to special education.

Join moderator Peter DeWitt and guests as they discuss what schools can do to better engage students who require special education support and how to prevent the overidentification of students who don’t.

Dr. Tiffany Anderson
Superintendent, Topeka Public Schools, Kansas
Dr. Tiffany Anderson is the first Black woman superintendent of Topeka Public Schools in Kansas, home of the landmark U.S. Supreme Court Brown v. Board decision. During her 20 years as a school superintendent and nearly 30 in education, she has led three districts. For her work, Dr. Anderson has received national recognition, including for addressing social emotional health. In 2015, she was an EdWeek Leaders To Learn From; and in 2023, she was an AASA’s National Women in Leadership honoree. She is the author of the forthcoming book, Building Parent Capacity in High Poverty Schools: Actions for Authentic Engagement (Corwin).
Dr. Jennifer Spencer-Iiams
Assistant Superintendent, West Linn-Wilsonville School District. Oregon
Jennifer Spencer-Iiams is the Assistant Superintendent of the West Linn-Wilsonville school district in Oregon, overseeing high school education, student services, and family engagement. Dr. Spencer-Iiams led significant transformation in her district in the movement to a full inclusion model that honors student strengths and promotes belonging. A teacher and educational leader for 35 years, she is the author of Leading for All: How to Create Truly Inclusive and Excellent Schools (Corwin, 2020).
Dorothy Valentine
Teacher, West-Linn, Oregon
Dorothy Valentine is a 1st grade teacher in the West Linn-Wilsonville school district in Oregon. She has been involved in the district’s effort to provide more inclusive practices in her different roles. Dorothy has taught in self-contained classrooms, served as a learning specialist, and has supported the district’s inclusion practices in many different roles.
