Eli J. Segal, who served as the head of President Clinton’s national-service program, died Feb. 20 at his home in Boston. He was 63 and had lung cancer. Mr. Segal, a businessman, helped run Mr. Clinton’s 1992 presidential campaign. He then joined the White House staff, and helped secure passage of legislation that created the Corporation for National and Community Service. From 1993 to 1996, he served as the first chief executive officer of AmeriCorps, which helps young people pay for college in return for community service.
