The Portland, Ore., school district has convinced Oregon officials that it has remedied or will remedy the problems with its programs that caused the state to withhold the district’s federal funds for English-language acquisition, reports Betsy Hammond of The Oregonian. The state had withheld Title III funds, which provide supplemental support for English-language-acquisition programs, saying that the district’s ELL programs didn’t meet federal standards.
Portland was the first example I ever heard of in my decade of reporting on ELLs of a state’s withholding federal funds for ELLs from a school district.
