Race to the Top started out as a competition among states that agreed to embrace certain K-12 education redesign principles—but it didn’t stay that way. The program has gone through a dozen iterations since it first debuted as part of the American Recovery and Reinvestment Act. Now it looks like the program could be headed for extinction, particularly if Republicans take over the U.S. Senate after the mid-term elections this fall.
