In Germany, where the educational achievements of immigrants and other socially disadvantaged groups are strikingly low, a study by Katharina Spiess of the German Institute for Economic Research in Berlin found out that if you can get immigrant kids to attend kindergarten, they are 25 percent more likely to go on to a pre-university track.
