"Reforms that propose to 'empower teachers' or 'replace hierarchical structures with peer group control' or accord 'professional autonomy' to teachers are ludicrous intellectually but devastating in their political and policy consequences. Such proposals are tantamount to prescribing the HIV virus to cure AIDS. The only question is how long the patient can survive these misguided prescriptions."
