Tennessee is trying to turn around its poorest-performing schools through the Achievement School District (ASD). The goal is to catapult those schools from the bottom 5 percent to the top 25 percent within five years.

To win Race to the Top grants, states had to identify the bottom 5 percent of their poorest-performing schools and develop a plan to turn them around. Tennessee is tackling that through its Achievement School District (ASD), a state-run district created in 2011 that absorbs additional schools each year. The goal is to catapult those schools from the bottom 5 percent to the top 25 percent within five years.
