California policymakers should “depoliticize” the student-testing process by creating an “independent scorekeeper” to measure school and student performance and separating those responsibilities from the state education department, says a new report on the state’s education system.

State and federal officials now use five different tests, which often have contradictory results and leave parents confused, says the report, released Oct. 2 by Policy Analysis for California Education, a think tank based at the University of California, Berkeley.

The report includes recommendations for improving the teacher workforce and targeting the needs of African-American and Latino students.
