Ohio students should begin studying foreign languages as early as kindergarten and receive uninterrupted, continual instruction in a foreign language, suggests a report by the Ohio Foreign Language Advisory Council, which reports to the state department of education.

The report also recommends basing graduation requirements on language proficiency and strengthening requirements for foreign-language teaching. The council met between March and December of last year to formulate a plan to improve language programs in K-12 education.
